Mediation and Fact Finding Experience :
I was employed as a trial attorney by the NLRB in Philadelphia for 40 years. A major part of my job was to investigate cases to determine whether the facts warranted issuance of complaint and to mediate settlements in those cases found to have merit. I also gained extensive experience at the NLRB in serving as a hearing officer in proceedings participated in by labor organizations and employers. After my retirement from the NLRB and before embarking on my career as a labor arbitrator, I job-shadowed arbitrators with active practices. Consistent with Section 2H of the Code of Professional Responsibility for Arbitrators of Labor-Management Disputes of the National Academy of Arbitrators and the guidelines of the American Arbitration Association, and the Federal Mediation and Conciliation Service, I prepared numerous preliminary drafts of arbitration decisions.

Other Experience :
Prior to working at the NLRB, I worked as Assistant City Solicitor for the City of Philadelphia. In that capacity my primary function was to litigate civil arbitration cases. St. Joseph's University-Adjunct Lecturer, 1996: I taught "Law of Industrial Relations." A major component of the course concerned the inner workings of arbitration and its role in industrial relations. Temple University-Adjunct Lecturer, 1988: I taught "Collective Bargaining." A major component of the course concerned the inner workings of arbitration and its role in industrial relations.
